On the way to my work, there is a business with a big sign out front what says "Everything in the store $5.00 or less!"
It's a dual-purpose sign. It weeds out the people who do not shop at those sorts of stores while attracting the people who DO shop at those sorts of stores. Probably the store only thinks of the attracting part, though.
Putting up a sign that says "Everything in the store is $5.00 or less!" makes me not want to shop there.

Actually, there's usually tons of stuff for more than five dollars in a dollar-store. Is it a dollar-store going out of business?

We have Dollar General and a Dollar Tree and so forth. This is not one of those. This is its own thing, probably selling things that the dollar stores do not want.
